A couple of quick clarifications: the limit is not 0.85 micrograms (mcg or µg), or millionths of a gram, but milligrams, or thousandths of a gram. And this limit was not established in the 1990s but decades earlier, by the NIH in 1968, with the FDA adopting the same limit when regulatory authority for vaccines was transferred to the FDA in 1972.
